PROGRESSING STABILITY WITH THE LAUNCH OF LOCAL GOVERNMENT LAW

On July 11, the SWS Ministry of Interior and Local Governments hosted the official launch of the enactment of Local Government Law in SWS, the process was supported by UN JPLG and will allow for the commencement of the district council formation process.

The launch was presided over by the SWS President Sharif Hasan Sheikh Adan, SWS cabinet and members of parliament, permanent secretary from the Ministry of Interior and Federal Affairs and Reconciliation; as well as representatives from the States of Galmudug, Jubbaland and Hirashabelle, civil society organizations and representatives from UN JPLG and the international community. The launch sets the foundations for the first phase of district council formation in Baidoa, Hudur, Berdaale, Elberde and Barawe district.
 
President Sharif Hasan Sheikh Adan, said his administration would not meddle in the processes to elect local leaders, and would ensure that those processes are people-led. “We see the formation of district councils and administrations from grassroots as the success of the federalism. Indeed, we thank all those who organized, those who financed and those who came up with this process,” President Hassan Sheikh Aden added, promising his Administration’s support for the decisions of the elected institutions. “We hope they will elect good leaders who can direct them. As an administration we promise not to interfere with the elected institutions.”  
 
Jubbaland State of Somalia
 
On 21 August, in Kismayo, the Jubbaland Ministry of Interior in collaboration with the Federal Ministry of Interior, Federal Affairs and Reconciliation held a reception to launch the recently passed Jubbaland State of Somalia Local Government Law which will facilitate the start of district council formation. 
The launch was presided over by the Jubbaland President Ahmed Madobe, Jubbaland cabinet and representatives from the assembly, Somalia’s Interior Minister, Abdi Farah Saeed (Juha) from the Ministry of Interior and Federal Affairs and Reconciliation; as well as representatives from the States of Galmudug, South West and Hirashabelle, civil society organizations and representatives from UN JPLG and the international community.
 
At the launch, Somalia’s Interior Minister, Abdi Farah Saeed highlighted that the Federal Government of Somalia has prioritized district council formation. He said: “We (Federal Government of Somalia) are dedicated to forming district councils to realize and contribute to peace in the country and to fulfill the three tiers of government which Somalia has undertaken: Federal, State and Local Government. It is important that people living in a district receive basic services from their government”. 
 
The Jubbaland President Ahmed Madobe thanked the efforts of the Ministry of Interior and Federal Affairs and Reconciliation and expressed commitment from his side. He said it was important that during the process of district council formation process that capable individuals were elected to lead district administrations who would be able to deliver what the people need. He also highlighted: “A Reconciliation Committee will be formed at the State level to lay the foundations for district council formation and to agree to power sharing of the council members to avoid conflicts.” The President then officially launched the Local Government Law and the district council formation Both in SWS and Jubbaland the most senior leaders have committed to inclusive processes, with a clear recognition that these processes are crucial to building stability to enable development. UN JPLG will continue to request the Presidents, Ministries and communities to ensure that inclusion is not only clan based but also gender sensitive, engages the young and very importantly minorities and displaced communities.
